Easier for retail investors to access AUS government bonds

I've read this up somewhere that the Australian government is making it easier for retail investors to access government bonds. Is this because of the budget deficit related to the GFC and that they need to make up for their crisis spending?
And I also read that their doing this by making the terms and procedures easier for accesing corporate bonds for retail investors, which in turn will help the Economy etc. I was wondering with both corporate and government bonds being different, how will it help the governemt and the retail investors and what is the connection between them?
